Phase 5 - Pilot Execution

C. Finalize Programming Requirements:
·   Modifications and enhancements identified must be designed, programmed and tested at the earliest opportunity. The pilot phase cannot be considered complete while program modifications are still in process or planned. 
·   Logic modifications and enhancements must be extensively tested as they become available subsequent to programming and according to written test scenarios.
